City to Consider Residential Building Code in 2006

The City of Waverly is considering adopting a Residential Building Code to be enforced by the Ross County Building Department.  Currently the City uses the Ross County Building Department to regulate and inspect all commercial building construction and reconstruction per Ordinance 23-2001 and a written agreement between the City and Ross County.  This arrangement was made because Pike County does not have a state certified building department and the City currently does not have the financial means to run its own department.

The State of Ohio has adopted a residential building code that shall be in affect statewide starting May 27th of this year. If a City, Township or County wishes to adopt or enforce a residential building code it must use the code established by the State of Ohio or not enforce a code at all.

During the regular meeting of City Council on March 21st, Ross County Building Department Chief Administrator Keith Putnam presented Waverly Council with the proposal of enforcing a Residential Building Code in addition to the Commercial Code already being administered for the City by Ross County.  Council expressed both interest and concern in the proposal and shall make a decision on the matter by debating an ordinance in three readings of City Council.  The Ordinance is scheduled to appear on the Council Agenda for the Council Meetings of May 2, May 16 and June 6 of this year, pending review by the City Law Director.
