City Council Approves Land Trade for “Waverly South Connector”

In May of 2005 City Council was presented the proposal of abandoning 0.2849 acres of real estate associated with the right of way of US 23; to Randall L. Roe in exchange for 0.4992 acres, adjacent to the Amerihost Hotel.   The trade was being proposed in order that the City of Waverly could obtain property to build a portion of the planned “Waverly South Connector” road project, while simultaneously providing Mr. Roe with land needed in order to fulfill parking requirements mandated by “Dakota Steakhouse” in order for such a restaurant to be built adjacent to the proposed roadway on his property. 

 In a regular session of Council on May 17th the three ordinances of:  #7, #8 and #22 which would have approved the land trade were voted down in a third reading by a majority of the members of Council. This vote took place in spite of the fact that President of Council Dale Reed and Mayor William Kelly had requested the third reading be tabled since both individuals were unable to attend the May 17 meeting.

 During the June 7th meeting of Council, an in-depth presentation was given by the Office of Community/Economic Development, explaining the complete economic plan of the overall project and all details involved with the potential land trade.  Following the presentation, the Mayor requested that the three ordinances of #40, #41 and #42 be added to the Agenda in order to approve the land trade proposal. These items were added by Council and approved unanimously by emergency measure.

 In summary, the land trade consisted of a vacation of 0.2849 acres of former US 23 Right of Way to Randall L Roe in order to be used for parking in association with the development of a “Dakota Steakhouse”. Simultaneously, Randall L. Roe deeded 0.4992 acres to the City of Waverly for the planned “Waverly South Connector” Roadway.
