Sewer Rates

941.02  SEWER SERVICE CHARGES.
   (a)   (1)   Residential Sewer Rates to take effect-October 1st, 2011:
First 0 to 4,000 gallons to be charged at: $7.34 per 1,000 gallons. A minimum bill for all users
Consuming 4,000 gallons, per quarter, or less shall be issued in the amount of $29.36 per quarter
Per customer. Over 4,000 gallons to be charged at: $4.95 per 1,000 gallons;
      (2)   Commercial Sewer Rates to Take Effect October 1st 2011:
First 0 to 4,000 gallons to be charged at: $7.34 per 1,000 gallons. A minimum bill for all users
Consuming 4,000 gallons, per quarter, or less shall be issued in the amount of $29.36 per quarter
Per customer. Over 4,000 gallons to be charged at: $4.95 per 1,000 gallons; with additional $0.25 /1000 gallons surcharge.     
      (3)   Residential Sewer Rates to take effect January 1st, 2012:
First 0 to 4,000 gallons to be charged at: $9.06 per 1,000 gallons. A minimum bill for all users consuming 4,000 gallons, per quarter, or less shall be issued in the amount of $36.22 per quarter per customer. Over 4,000 gallons to be charged at: $4.95 per 1,000 gallons;
      (4)   Commercial Sewer Rates to Take Effect January 1st 2012:
First 0 to 4,000 gallons to be charged at: $9.18 per 1,000 gallons. A minimum bill for all users
Consuming 4,000 gallons, per quarter, or less shall be issued in the amount of $36.22 per quarter
Per customer. Over 4,000 gallons to be charged at: $4.95 per 1,000 gallons; with additional $0.25 /1000 gallons surcharge.
      (5)   Rate to take effect January 2, 2013 and all subsequent years after 2013:
      (6)*   There shall be an automatic 3% increase to the 2012 rate which shall take effect on January 1st, 2013. For each subsequent year after 2013, an increase of 3% each year shall take effect annually.

   * Ordinance 77-2012 states that the rates in effect on December 18, 2012, shall remain the same for 2013.
   (b)   Annual Review of Charges.  The sewer service charge and user charges shall be reviewed annually by the Village in order to determine whether or not they are sufficient to defray the fixed charges, amortization costs and annual cost of operation and maintenance of the sewerage system.  If the difference between the total annual revenue derived and the total annual cost is sufficient to justify an increase or decrease in the sewer service charge or user charges, the Village shall adjust the rates as required.  The purpose of the annual review is also to maintain a proportional user charge and industrial cost recovery system.  Each user to be notified at least annually, in conjunction with a regular bill, of the rate and that portion of the sewer service charge which is attributable to OM&R costs of wastewater treatment services.
   (c)   Late Payment Charges.  All users shall be billed quarterly for their sewer service.  Bills for sewer service that are not paid within thirty days of the invoice date shall be subject to a ten percent (10%) penalty.
